This article explores the dilemmas of reform in weak states through an examination of efforts to decentralize the fiscal system in post-Soviet Ukraine in the 1990s. Despite increased attention to the state, many reform efforts still ignore the full implications that state weakness has for institutional transformation. Inattention to the problems of institutional capacity has led to a misdiagnosis of the problems facing intergovernmental institutions in post-Soviet Ukraine. Overcentralization and soft budget constraints built into formal institutional design demand an unrecognized (...) degree of institutional capacity that is frequently weak or absent in the post-Soviet context. In addition, reform measures that fail to take into account the problems of weak institutions have inadvertently reduced the authority of already enfeebled state institutions. (shrink)

Objectives: To study the attitudes of both medical and non-medical students towards the do-not-resuscitate decision in a university in Hong Kong, and the factors affecting their attitudes.Methods: A questionnaire-based survey conducted in the campus of a university in Hong Kong. Preferences and priorities of participants on cardiopulmonary resuscitation in various situations and case scenarios, experience of death and dying, prior knowledge of DNR and basic demographic data were evaluated.Results: A total of 766 students participated in the study. There were statistically (...) significant differences in their DNR decisions in various situations between medical and non-medical students, clinical and preclinical students, and between students who had previously experienced death and dying and those who had not. A prior knowledge of DNR significantly affected DNR decision, although 66.4% of non-medical students and 18.7% of medical students had never heard of DNR. 74% of participants from both medical and non-medical fields considered the patient’s own wish as the most important factor that the healthcare team should consider when making DNR decisions. Family wishes might not be decisive on the choice of DNR.Conclusions: Students in medical and non-medical fields held different views on DNR. A majority of participants considered the patient’s own wish as most important in DNR decisions. Family wishes were considered less important than the patient’s own wishes. (shrink)

In response to the increasingly popular manipulation argument against compatibilism, some have argued that libertarian accounts of free will are vulnerable to parallel manipulation arguments, and thus manipulation is not uniquely problematic for compatibilists. The main aim of this article is to give this point a more detailed development than it has previously received. Prior attempts to make this point have targeted particular libertarian accounts but cannot be generalized. By contrast, I provide an appropriately modified manipulation that targets all libertarian (...) accounts of freedom and responsibility—an especially tricky task given that libertarian accounts are a motley set. I conclude that if manipulation arguments reveal any theoretical cost then it is one borne by all accounts according to which we are free and responsible, not by compatibilism in particular. Augustine is acknowledged by Malebranche as the source of his occasionalism and he appropriates the architect analogy of Augustine’s De Genesi ad litteram. Augustine’s analogy, however, is not a move toward occasionalism, but a response to Platos claim in the Timaeus that the cosmos can be destroyed and is only preserved by divine providence. The heterological nature of the architect image for creation shows that, far from arguing for occasionalism, Augustine is concerned to avoid the cosmogonically fallacious confusion of divine (...) agency and natural cause. The X-ray and bulk densities of PdIn alloys have been determined at ambient temperature on samples annealed at 1273 and 1373 K and quenched in water-ice mixtures. From these measurements the vacancy concentrations in this intermetallic phase have been obtained as a function of In concentration at these two temperatures. In addition, a generalized thermodynamic model is presented which considers the existence of antisite and vacancy defects on both sublattices without any dilute solution approximations. This model uses three energy parameters, (...) whose values have been obtained for PdIn using the measured vacancy concentrations and the chemical potentials of In. This model is able to describe all the available vacancy data and is suitable for calculating these values at compositions and temperatures when such data are not available. In addition, the model permits the calculation of the concentrations of the minority point defects. It is shown that dilute-solution approximations, which have invariably been used in this kind of modelling, are unsatisfactory. The present results and their analysis confirm that PdIn is a near-triple-defect type of intermetallic and not a near-Schottky type, as has been claimed recently. (shrink)

This is an extremely helpful book, superbly edited by Professor Molina, whose earlier book Existentialism as Philosophy provided a helpful introduction to existentialism as a serious, systematic philosophy. Molina successfully avoids all temptations to exploit the faddish quality of existentialism. After all these years, even the most protected, sequestered, academic institutions have had their resident left-bank habitue. And so one could play about lightly with Nietzsche and Kierkegaard, sell lots of books, sound serious, and leave still another generation impressed with (...) the shallow and the superficial. But Molina is at all times the scholar. He refuses to couch difficult concepts in popular terms. And the result is a weighty, but well-written companion volume to the earlier expository work, providing the reader with an interesting selection of primary sources in the philosophy of existentialism. The authors represented are Kierkegaard, Nietzsche, Husserl, Ortega y Gasset, Sartre, Tillich, Heidegger, Gendlin, and Merleau-Ponty. Each selection is prefaced by Molina's interpretation of the material, excellently written and philosophically sound. The book ought to be a standard text for courses in Existentialism.--W. A. J. Peter Abelard (1079–1142 ce) was the most wide‐ranging philosopher of the twelfth century. He quickly established himself as a leading teacher of logic in and near Paris shortly after 1100. After his affair with Heloise, and his subsequent castration, Abelard became a monk, but he returned to teaching in the Paris schools until 1140, when his work was condemned by a Church Council at Sens. His logical writings were based around discussion of the “Old Logic”: Porphyry's Isagoge, aristotle'S Categories and (...) On Interpretation and boethius'S textbook on topical inference. They comprise a freestanding Dialectica (“Logic”; probably c.1116), a set of commentaries (known as the Logica [Ingredientibus], c. 1119) and a later (c. 1125) commentary on the Isagoge (Logica Nostrorum Petititoni Sociorum or Glossulae). In a work Abelard called his Theologia, issued in three main versions (between 1120 and c.1134), he attempted a logical analysis of trinitarian relations and explored the philosophical problems surrounding God's claims to omnipotence and omniscience. The Collationes (“Debates,” also known as “Dialogue between a Christian, a Philosopher and a Jew”; probably c.1130) present a rational investigation into the nature of the highest good, in which the Christian and the Philosopher (who seems to be modeled on a philosopher of pagan antiquity) are remarkably in agreement. The unfinished Scito teipsum (“Know thyself,” also known as the “Ethics”; c.1138) analyses moral action. (shrink)

Agam. 1227–30 Cassandra describes Clytemnestra in terms of a Greek proverb, the proverb of the Treacherous Hound; and I restored the passage thus:— νεŵν δ' παρχоς 'Ιλоν τ' νασττης оκ оδεν оα γλŵσσα μιστης κννς λεξασα κα σνασα φαδρ', ооν δκоς Ατης λαθραоν δξεται κακ τχν.

In C.Q. N.s. iv , 10–12, I gave an elaborate diagnosis of the morbid symptoms in sense and syntax of the traditional text. I then proposed , rendering ‘as I now am doing, without success’. Professor W. M. Edwards wrote to me that he accepted ‘this very helpful analysis of the trouble', but not my emendation, on the ground that O.'s admission of failure would be ‘a factual statement requiring ’.

In some jobs, the correlation between effort and output is almost zero. For instance, money managers are primarily paid for luck. Using a controlled lab experiment, we examined under which conditions workers are willing to put in effort even if the output is determined by pure luck. We varied whether the employer could observe the workers’ effort, as well as whether the employer knows that earnings were determined by luck. We find that, workers believed that the employer will reward their (...) effort even if their effort does not affect earnings. Consequently, workers work harder if the employer could observe their effort. Moreover, even when the employer only saw earnings and not effort, workers labored harder if the employer did not know that earnings were determined by luck. (shrink)
